About Jeff

Jeff Bourne was elected to the House of Delegates in February 2017 in a special election to succeed State Senator Jennifer McClellan.


The 71st District includes portions of Richmond City and Henrico County. As Delegate, Jeff is a member of the Courts of Justice and Education committees and the Courts of Justice Mental Health subcommittee.

 

Prior to his election as Delegate, Jeff served as the 3rd District representative for the Richmond City School Board, where he was selected by his peers to lead as Chairman in 2013 and again in 2016. As Chair of Richmond City's School Board, Jeff worked to advance education opportunities for Richmond's kids. He led the effort to expand Pre-K to over 1,000 children, created a comprehensive academic improvement plan and helped create the Richmond Career Education and Employment Academy, which provides functional life skills training for students with disabilities.

 

In 2014, Jeff was appointed by Attorney General Mark Herring to serve as the Deputy Attorney General for transportation, real estate and construction litigation for the Commonwealth of Virginia. Prior to that appointment, Jeff was head of Government Relations at the Richmond Redevelopment and Housing Authority. Other positions in public service include Deputy Chief of Staff for the Mayor of Richmond.

He practiced law at Morris & Morris in Richmond, Va., where he handled civil litigation in liability and personal injury law. He earned both his B.A and J.D. at the College of William & Mary. He worships at St. Philip's Episcopal Church in Battery Park, and he's a member of Alpha Phi Alpha Fraternity, Inc.

Jeff is a community leader who engages with youth outside of the classroom. Jeff serves in the board of the First Tee of Richmond where he teaches young people how to play the game and stresses the importance of the 9 core values of the First Tee Program. He serves on the Board of Directors of Fit4Kids, and holds leadership roles with Next Up and the City of Richmond's Affordable Housing Trust Fund.

 

Jeff's most most fulfilling responsibility is being an active dad to Sydney, a 3rd grader at Linwood Holton Elementary School and their son, Joseph, a preschooler.

 

Jeff and his wife, Anedra, recently celebrated their 14th anniversary.
